Leadership Guide (4iC)
As a 4iC Leader, you will be held responsible for your designated division. You must strive to continuously improve your division while working collaboratively and cooperatively with other HIA members to bring about changes that you see fit. You are expected to show maturity, dedication, and wisdom towards the agency as a whole. Leaders must make sure that they establish frequent and direct contact with their assistants in order to maintain a healthy relationship to effectively work together.
Your Role as a Leader
As mentioned before, each leader should gather any and all information relating to their respective areas of the agency. This can be achieved through the use of gathering feedback in the form of meetings, questionnaires, forms, or polls every now and then. With this information, you are expected to solve or improve a given problem or issue related to your designated division. Here are a couple examples of the duties of a Leader:
5iC Assistant Leaders
There will be Assistant Leaders that will be assigned under your leadership. You are expected to work alongside them very closely in order to better the effectiveness and efficiency of your work. It is encouraged that you maintain a direct line of communication and a healthy relationship since you will be working alongside them for an undetermined period of time. You will be tasked to improve your designated division with the assistance of your Assistant Leader. You will be responsible for utilizing and assigning tasks to your Assistant Leader all while training them to eventually take a Leadership position for themselves in the future. They will look at you for guidance and it is your duty to provide them with help and work.

Your Role as a Leader

- Participating in discussions by Ownership (1iC)
- Monthly feedback: gather feedback and suggestions from your specific division within the agency
- Proposals: create proposals that could be used to further your division
- Collaborate: Collaborate with other groups of people such as Special Units, the Chief of Staff, or other agencies that may provide for the benefit of HIA
5iC Assistant Leaders

Requirements as Leadership:
Throughout the month, you will be required to fulfil the tasks below:
This is only excused by a LOA. If one is unable to complete these requirements, you must reach out to the Elective Tracker Overseer to be excused. Moreover, taking LOA during the month does not guarantee you will be excused from meeting the quota.
Failure to obtain the set quota will be STRIKED.
To remove a strike, they are required to complete the elective duties for 2 months consecutively.
Monthly Quota
The Monthly Quota will be tracked from the first of the month up until the last day of the month at 11:59PM UK Time. You are required to meet a set Quota to help track your activity or lack thereof around base.
Leaders are encouraged to complete all of the requirements that apply to them prior to the end of the month, however it is only mandatory to complete three of the six requirements listed below to complete the Monthly Quota.

• 2 Trainings
• 2 Tour Guides
• 6 Badge Removals
• 2 Transfers
• 6 Rank Sales
* Leaders are allowed to double up on items.
They are not allowed to complete any of these duties while they're on LOA. If they are caught doing items such as badge removals, etc. They risk being marked inactive.
Bi-Monthly Elective Audits
The Assistant Chief of Staff will be working alongside 5iCs and 4iCs with any changes they'd like to make within Divisions/Departments.
The Chief of Staff team had granted Electives more freedom and power to customize the workings of the division/department they oversee. That being said, it will be necessary to keep track of (audit) what changes were made and how were things implemented. Hence, we have decided to implement an audit form where electives may submit a response every 2 months, with the next day being used by the Chief of Staff team to review said submissions and get back to individual electives and discuss things/offer feedback.
AUDIT DEFINITION: to make an official examination of your Division/Department and produce a short report on it.
You are not required to submit a complete story, but rather just a couple detailed and relevant sentences explaining the happenings within your division/department. Furthermore, only select electives in a group are required to submit a response (For example, only one person out of BOE Leader and Assistant Leaders may submit responses).

Duties of 4iC Leaders
These are some - but not all - of the duties and responsibilities as a Leader.
Trial Leader
All divisions are important to the improvement of HIA. It is the duty of the Trial Leader to assume the role of a vacant Leadership position (cannot change after decision is made - approval must be retrieved by the Chief of Staff). If there is no vacant Leadership position - the Trial Leader will be working with a Leader or will temporarily take over a division if the Leader is on LOA (approval must be obtained).
These are some - but not all - of the duties and responsibilities as a Leader.
Trial Leader
All divisions are important to the improvement of HIA. - Make sure the division that you are assuming the leadership role of is running smoothly
- Collect feedback and compile reports on your division to the Trial Founders Cabinet member
- Represent the views of your division at meetings
- Make sure the members of said division are following the Code of Conduct and all guides applicable
- Propose new implementations for your division to the Chief of Staff Team
Agent Representative
Agents are by far one of the least heard voices in the agency. It is your duty to make sure that their concerns are brought to light. Field of Research & Database Discord Channel

Leader of Security
Security is responsible for the security and safety of the base. It is your duty to make sure that the base is kept free from trolls, raiders, and other suspicious or malicious individuals. Field of Research & Database Discord Channel

Leader of Training
Trainers are individuals that are responsible for the training and induction of new members into the HIA community. It is your duty to ensure that all recruit trainings are going smoothly, correctly, and frequently. Field of Research & Database Discord Channel

Leader of High Rank
High Ranks are individuals that are responsible for the promotion of standard ranks. They are also eligible for many things at this point in their HIA career. It is your duty to ensure that all High Rank members are aware of their new abilities and responsibilities. Field of Research & Database Discord Channel

Leader of Professional Staff
Professional Staff members are responsible for issuing disciplinary logs (with approval from SM+ memebrs) for members that are breaking the Code of Conduct. They will be eligible to apply for the Training Supervisors Special Unit at this point. It is your duty to ensure that all Professional Staff members are aware of their new abilities, responsibilities, and that they are fully aware of the Code of Conduct.Field of Research & Database Discord Channel

Leader of Government
Government members are responsible for issuing fired logs (with approval from SM+ members) for members that have excessively broken the Code of Conduct and are due for termination. It is your duty to ensure that all Government Staff members are aware of their new abilities, responsibilities, and that they are fully aware of the Code of Conduct. Senior Leadership Team members are responsible for manning the tour desk and conducting and logging tours. It is your duty to ensure that all Senior Leadership Team members are aware of their new abilities and responsibilities. Field of Research & Database Discord Channel

Leader of External Affairs
External Affairs members are responsible for managing complaints and reporting misconducts of members at other agencies. They will also be dealing with external threats such as mafia, scammers, and or trolls. You are tasked to work closely with the Diplomatic division and External Affairs Special Unit. Leader of Internal Affairs
Internal Affairs members are in charge of managing peculiar or suspicious activity within HIA. They will also be eligible to join the Transfer Unit. It is your duty to ensure that all Internal Affairs members are aware of their new responsibilities and are fully aware of the Code of Conduct. Field of Research & Database Discord Channel

Leader of the Office of Administration
Office of Administration members tasked with the responsibility of working at the Help Desk and addressing any questions other HIA workers may have. It is your duty to ensure that OOA members are aware of their new responsibilities, abilities, and are fully aware of general HIA knowledge. Field of Research & Database Discord Channel

Leader of High Management
High Management members are tasked with overseeing the work of lower ranks and bringing awareness to the availability of the Help Desk. They are also responsible in making sure that other members are fulfilling their duties and logging badge removals. Leader of Senior Management
Senior Management members are granted to the ability to approve disciplinary and fired logs. They are also granted approval to have a one personal assistant to help them in HIA related matters. It is your duty to ensure that all Senior Management members are aware of their new responsibilities, abilities, and that they are fully aware of the Code of Conduct - especially the Strike System. Leader of Moderators
The Moderators division is responsible in ensuring that all HIA procedures are correctly followed and carried out. It is your duty to see that all things HIA are done correctly and that members within and without your division is properly following and enforcing the Code of Conduct. The Diplomatic division is in charge of cooperating with External Relations in order to better establish HIA’s reputation amongst other agencies. Leader of the Board of Elites
The Board of Elites is a group of individuals that stand as role models of the community. It is your duty to see that they are prepared to take on leadership and or elective roles should the chance come in the future. Field of Research & Database Discord Channel
