The Habbo Intelligence Agency (HIA) considers workplace bullying unacceptable and will not tolerate it under any circumstances. This policy shall apply to all employees, regardless of their employee status, rank or time working for the agency, pertaining to all members of Foundation, Directorate, Ownership, Executive Committee, or any other Elective position and any division employee from Agent - BOE at HIA, Habbo, Discord or any other place related to HIA.
Any Employee found in violation of this policy will be disciplined, up to and including immediate termination.

Segment A.1 - Definition of Bullying
HIA defines bullying as persistent, malicious, severe and pervasive mistreatment that harms, intimidates, offends, degrades or humiliates an Employee at HIA, at the workplace and/or in the course of employment.
Bullying is any gesture or written, verbal, graphic, or physical act that is reasonably perceived as being dehumanizing, intimidating, hostile, humiliating, threatening, or otherwise likely to evoke fear of physical harm or emotional distress and may be motivated either by bias or prejudice based upon any actual or perceived characteristic, such as race, colour, religion, ancestry, national origin, gender, sexual orientation, gender identity or expression; or a mental, physical, or sensory disability or impairment; or by any other distinguishing characteristic, or is based upon association with another person who has or is perceived to have any distinguishing characteristic. Bullying and harassment also include forms of retaliation against individuals who report or cooperate in an investigation under this policy. Such behaviours are considered to be bullying or harassment whether they take place on or off HIA property, at any HIA-based websites and related pages (i.e. Discord), or in Habbo at any time or place where a member’s imminent safety or overall well-being may be at issue.

Important Notices
For any accusation of bullying, you must have solid proof. Accusing without proof will be taken as a serious offence and the proper disciplinary actions shall ensue.
Follow the rules and keep them in mind to avoid committing any fault that might pertain to any kind of bullying. If you do NOT have anything nice to say, keep it for yourself; put yourself into the other person’s shoes.

HIA promotes a healthy workplace culture where all employees are able to work in an environment free of bullying behaviour. HIA encourages all employees to report any instance of bullying behaviour. Any reports of this type will be treated seriously, investigated promptly and impartially. HIA promises that they will protect an employee who reports bullying conduct, as all reports are kept confidential and will be handled properly.
HIA recognizes that an agency that is physically and emotionally safe and secure for all of its members promotes good relationships, increases members' activity and engagement, and supports their development and progress. To protect the rights of all members for a safe and secure working environment, the Chief of Staff prohibits acts of bullying, harassment, and other forms of aggression and violence. Bullying or harassment, like other forms of aggressive and violent behaviours, interferes with both an agency’s ability to provide a healthy working environment and a member’s ability to perform to the best of his/her abilities. All founders, directorates, owners, electives, and members are expected to refuse to tolerate bullying and harassment and to demonstrate behaviour that is respectful and civil. It is especially important for electives to model these behaviours (even when disciplining), in order to provide and establish positive examples for other members to follow.

- directed towards one or more members;
- conveyed through physical, verbal or emotional means;
- substantially interferes with the progress of one or more of our members, as it hinders their ability to work and properly develop in their working environment;
- adversely affects the ability of a member to actively participate in or benefit from the agency’s programs or activities, by placing the member in reasonable fear of physical harm or by causing emotional distress; and,
- based on a member’s actual or perceived distinguishing characteristic (see above), or is based on an association with another person who has or is perceived to have any of these characteristics.
Segment A.2 - Behaviours Considered as Bullying
HIA considers the following types of behaviour to constitute workplace bullying behavior. Please note that this list is only meant to be exhaustive and is only offered by way of example.
- Personal verbal or physical attacks directed towards an individual or group of individuals. (i.e. Name calling, usage of excessive profanity towards a person);
- Encouragement of others to turn against the targeted employee or group of employees;
- Removing Badges and Badge Admin purposely without appropriate permission or denying all Badge requests that are needed for an employee;
- Consistently ignoring or interrupting an employee in front of his/her co-workers (A member has the right to put an individual under the ignore option if within reason, e.g. bullying or spamming, however ignoring work related matters or ATT’s is not acceptable. For HIA related matters, personal disputes should be put aside and the individual can contact the member through another person if necessary.);
- Exclusion or isolation in a Special Unit or group at HIA;
- Repeated infliction of verbal abuse, such as the use of derogatory remarks, and insults;
- Conduct that a reasonable person would find hostile, offensive, and unrelated to the employee’s legitimate business interests;
- Shutting down or blatantly ignoring, diminishing or denigrating other member’s opinions, disregarding them as inferior or irrelevant;
- Having fun at expense of other members' problems or situations that might or might not pertain to HIA related affairs and matters. (i.e. Receiving a demotion, being issued a warning, having family issues);
- Laughing at or making light of a member’s real life issues or problems. (i.e. Illnesses);
- Making another member feel bad or underappreciated for something they are not in immediate possession of or are not allowed access to (i.e. Discussing activities or matters that happen at the elective-general channel, using expressions that might sound condescending, such as “I am so happy to be an elective, because I don’t have to talk to this people.”)
- Having and/or showing a lack of respect or making fun of any member from belonging to any kind of rank and/or division.
- Logging any kind of disciplinary actions against any individual for personal issues. Under no circumstances is a disciplinary log issued for personal reasons considered valid by HIA laws, rules and guidelines. If any personal issues have arisen between two members, please remit to either filing a Legal Affairs Complaint form or submitting a formal case (with the proper evidence) to the Legal Affairs Unit.
- To control or influence an individual in a deceptive, unfair or unscrupulous way (i.e. Manipulation). Using one for personal conditions or immoral reasons, causing emotional or mental distress. Signs of manipulation can be identified as unreasonable guilt tripping, ignorance, undermining, forced inclusion, etc.

The Responsibilities of Electives
All electives should commit to the following instances:
- Fostering in our workers self-esteem, self-respect and respect for others
- Demonstrating by example the high standards of personal and social behaviour we expect of our members.
- Discussing bullying with all divisions, so that every member learns about the damage it causes to both the individual who is bullied and to the bully, as well as remarking the importance of reporting any kind of bullying or abusive behaviours towards any member.
- Being alert to signs of distress and other possible indications of bullying.
- Listening to members who have been bullied, taking what they say seriously and acting to support and protect them.
- Reporting suspected cases of bullying through the LA Complaints form or to a higher iC.
- Follow up any complaint by a member about bullying, and report back promptly and fully on the action which has been taken.
- Deal with observed instances of bullying promptly and effectively, in accordance with agreed procedures.
- Being sympathetic and supportive towards members that have suffered from bullying, reassuring them that the appropriate action will be taken.
The Responsibilities of Members
- All members should commit to the following instances:
- Refraining from becoming involved in any kind of bullying, even at the risk of incurring temporary unpopularity.
- Intervening (when possible) to protect any member that is being bullied, unless it is unsafe to do so.
- Reporting any witnessed or suspected instances of bullying, to dispel any climate of secrecy and help to prevent further instances.
Anyone who becomes the target of bullies should:
- Not suffer in silence, but have the courage to speak out, to put an end to their own suffering and that of other potential targets.
- Working together to combat and, hopefully in time, to eradicate bullying.
Section B - Anti-Bullying Alliance Agreement
Any Agency that wishes to make an alliance with HIA must agree on an Anti-Bullying Alliance (ABA) pact, which shall establish the proper means for both agencies’ members to coexist and share within the parameters of each settled environment. The following are some basic rules agreed upon by the respective HIA authorities. However, the policy is subject to be changed, edited and established by both allies during the settlement and terms of their alliance.
The Anti-Bullying Alliance Agreement must be respected at all times during instances which require the participation of both agencies, including, but not limited to all events, games, exchanges and meetings that shall be shared in mutual communion.

The following are some basic rules agreed upon by the respective HIA authorities. - Any agency that wishes to ally itself with HIA shall abide by all of the terms and conditions for the alliance set by HIA, which are not open to discussion or subject to change. All allies must agree upon the Alliance Terms of Agreement established by both allying parties.
- Members from either agency are not allowed to break any of the rules set in the Alliance Terms of Agreement at any place owned by either agency and during any events that involve both agencies. The proper actions shall be taken against any member found disrespecting, trolling, spamming and committing any other kind of action that go in clear violation of this agreement.
- Members from either agency (regardless of their rank status) must show a mutual respect between themselves and others, treating everyone fairly and displaying appropriate behaviour.
- If any argument takes place between any member or members of both allied agencies at any given base, seek assistance from a high in-command member of staff to properly address and settle the situation at hand, being equally respectful and fair to both members, disregarding each individual’s rank or agency. The high-in-command shall serve as a moderator and mediator for the situation, serving objectively and without a bias towards any member. If the dispute is continued by the members involved even when a solution has been provided, a verbal warning shall be given. If they decide to keep disregarding the authority, screenshots should be taken and saved and then a RR a Room Rights Holder should be called to mute/kick/ban the members involved, issuing the same kind of disciplinary action against any member involved.
- Any screenshots provided to serve as evidence of an argument between members from the allied agencies shall be given to the proper respective authorities from each agency, which shall decide upon the validity of the screenshots in question, as well as decide the proper punishment that shall ensue for the members involved in the situation, deciding with equal severity how they shall be punished.
- If any member from HIA is seen breaking any kind of rule, including but not limited to: trolling, advertising HIA in the allied agency base with coloured chat, spamming, and insulting other members, the iCs or External Relations team of the allied agency should report the member(s) to our iC’s and vice versa if an opposite situation ensues. Disciplinary actions shall be taken in the cases which might require it.
- If any member from each allied party is found to be breaking any kind of rule around Habbo or Habbo related sites, which includes but is not limited to: all forms of trolling, trash talking, spamming, bullying and usage of coarse language, which go in contradiction to the rules of each agency as well as the Habbo Way, severe sanctions shall be issued for such a member. All members from each allied party have the duty of reporting such cases to the pertaining iCs of each respective agency.
- All cases of rule violation and bullying should be reported to any iC from either agency. In severe cases, the iCs (Directorates/Founders) from each agency should be contacted.
- No member of either agency is allowed to violate the rules set for each respective agency. All members must abide by the Code of Conduct of each agency whenever at the ally’s base, events or any other kind of interaction between both agencies.

Section C - Special Visitor and HIA Veteran Procedures
- All Special Visitors and HIA Veterans must follow the basic rules of HIA. There will be no kind of special treatment or exemptions made to suit their desires, such as being able to use effects, coloured chat, dance, sit on floor, etc.
- All Special Visitors and HIA Veterans must be respected and treated fairly by all members of HIA.
- Only HIA Veterans are allowed to make use of one sole working station: FTF - Fill the Front. They must be able to properly work at the station, as well as being active at the moment of working on it. If there’s any agent or actual HIA worker required to fill the station, he/she gets the priority in filling it. Special Visitors are not allowed to fill any station except FTB.
- All Special Visitors and HIA Veterans must behave in a respectful and polite way. No rudeness or generalized unruliness is allowed or endorsed. The proper actions shall ensue if any kind of uncivil behaviour is reported.
- HIA Veterans may lose their badges if seen breaking any rules or joining another agency
- Special Visitor and/or Veterans cannot get disciplinary logs. However, they can get other specific punishments, which can be but are not limited to: a: Badge Removal b: Kick, Mute or banning from room (If Needed) c: Bounced from specific area or working station (If needed).
- All Special Visitors and Veterans MUST wear their SV, VIP or Veteran badge at all times while in base. It is not required for their motto to be set as: [HIA] SV/[HIA] Veteran. Nevertheless, they must avoid the usage of foul language in them.
- If any Special Visitor or Veteran refuses to wear his/her badge at base, he/she must get bounced back to the lobby. If he/she persists in being unwilling to comply, he/she might get his/her badge removed, kicked or banned from HQ.
- If they are being disrespectful to our members, swearing, using bad language, bullying in any way, our members have the RIGHT to fill a bully form or a Supreme Court case against them and the SV’s/Veterans MUST present to the case when they’re able to.
- All rules regarding our Code of Conduct and the Anti-Bullying Policy apply to Veterans when making use of Discord.
- Special Visitors and Veterans must consider our staff authority and listen to them or any commands just like any other worker. They do not get any kind of special privileges or exemptions (i.e. ignoring commands).
- Failure to abide by the following rules will result in the removal of any and all SV/VIP/Veteran badges. Additional consequences will be given if necessary.
Section D - Discord Fair Policy
Segment D.1 - Basic Rules and Guidelines
The following will be a list of rules that apply directly to all individuals within the HIA Discord workspace:
Failure to follow these rules will result in a disciplinary consequence being administered to the guilty party or parties. All disciplinary consequences over Discord MUST follow the Strike System as described in Section 3.A of the [HIA] Code of Conduct. Please, note that a verbal warning shall be given first to remind the member(s) to follow the above rules. However, blatant disregard will be met with disciplinary action and/or possible termination.
Segment D.2 - Addressing a Problem
In the event that two or more members get into an argument over Discord and/or begin to personally attack each other, the following steps shall be followed:
The amount of time the account will be disabled should be issued after the following procedures:
Category A: Spam, flood, insults
Category B: Keep arguing after was told to stop multiple times by multiple people, doing that in a rude way, not willing to listen to others, calling others out in public
Category C: Others, Any action that cannot be considered into the 2 previous ones will be punished after the following protocols
Category A: Spam, flood, insults
1st time: Up to 3 warnings - If they don’t stop… Removal from the channel he/her did that in for 2 hours (Let members know not to add that person again; If they will join themselves remove their Discord for 4 hours instead).
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 4 days.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 14 days + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+) + a logged warning.
Category B: Keep arguing after was told to stop multiple times by multiple people, doing that in a rude way, not willing to listen to others, calling others out in public
1st time: Up to 3 warnings - If they don’t stop… Discord removal for 7 days.
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 30 days + a logged warning.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 120 days (4 months) + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+)
Category C: Others, any action that can’t be considered into the 2 previous ones will be punished after the following protocol
1st time: Up to 3 warnings - If they don’t stop… Discord removal for 5 days.
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 15 days.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 60 days (2 months) + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+) + a logged warning.
If you’re a Discord Admin, note that you MUST log all the removals you’re doing in the Discord Admins channel. Post there the name of the person, reason and evidence. After this, transfer the post to the official logging sheet, made by the Chief of Staff. Log there every removal or it will be considered invalid.
Segment D.3 - Usage of Channels
#alerts
This channel is used by the Discord Admins for posting any kind of announcements that all members of HIA require to know about.
#general
This channel is used by any member of HIA to discuss affairs related to the agency or to Habbo.
#random
This channel is used by any member of HIA to discuss affairs unrelated to the agency or to Habbo. The content provided must be suitable for all ages.
#requests
This channel is used by any member of HIA to request for badges, portal acceptance or any other kind of requests for members of staff.
SU-Channels
These channels are specific for every SU within HIA. One single SU may have more than one channel depending on its necessity. Within these channels members are allowed to discuss all matters related to their respective SU only.
Special Channels
These channels are miscellaneous in nature, having a varied range of topics for discussion. Channels such as finance, student-room & pets-and-animals fall into this category due to their unique information and original content. Such channels must only be used for their respective means of discussion.
All channels within Discord must be used wisely by all of its users, providing a safe platform for members of all ages to safely browse through. Any member found in violation of the rules stated in Segment D.1 shall receive severe consequences, including getting his/her Discord account kicked from HIA Server by a Discord Admin.
Segment D.1 - Basic Rules and Guidelines
The following will be a list of rules that apply directly to all individuals within the HIA Discord workspace:
- Be respectful towards all members, regardless of rank, sex, sexual orientation, beliefs or culture.
- Do not let personal differences get between you and another member. If you have a problem with another member, address your situation to any 1iC or higher.
- Only use the English language in public channels. You may use another language in #random, direct messages, and private channels, but only if it’s permitted.
- Do not spam or flood HIA related channels or any other user’s direct messages.
- Do not send or post links to scam / account hacking websites or any other kind of sites that might compromise an individual’s account and personal data.
- Avoid the usage of any kind of coarse language.
- Do not send any images that may be offensive to the eye such as, dark humour memes or photos. You can abbreviate taboo language, however you cannot use it to offend/bully your peers. (i.e “WTF” / “LMFAO” are permitted).
- Keep the information relevant to the specific channel you are using. Avoid going out of topic. (i.e. Using #general to speak about cats)
- Avoid the usage of racial slurs, name calling and any other type of words or phrases geared towards insulting, diminishing, bashing or insulting an individual or group of individuals.
- Do not abuse the use of offensive emojis, especially if this is targeted towards a specific person or group of people. (i.e. Reacting with a middle finger to every post a member makes at any given channel).
- Avoid name calling those members that wish to remind other users how to make proper use of Discord. All members share the same responsibility in maintaining the order and overall good behaviour when using Discord.
- Posting private information from a Direct Message between you and another individual in a public/private channel without their proper consent. Unless it is necessary for you to share such information, avoid taking screenshots of conversations between you and someone else and then posting them on another channel to make fun of the person in question.
- All Discord Admins shall agree not to abuse their power and to take the proper and fair actions if any kind of problem ensues within any Channel.
Failure to follow these rules will result in a disciplinary consequence being administered to the guilty party or parties. Please, note that a verbal warning shall be given first to remind the member(s) to follow the above rules. However, blatant disregard will be met with disciplinary action and/or possible termination.

- Ask the members to stop the argument/attacks and simply close Discord to cool off.
- If the arguing/attacks persist, have a mediator step in and take it to a DM.
- If the members refuse the mediator or continue to argue or personally attack each other, then disciplinary consequences should be administered, while following the strike system.
- If discipline is not enough, then a Discord admin will temporarily disable all accounts of the guilty members.

1st time: Up to 3 warnings - If they don’t stop… Removal from the channel he/her did that in for 2 hours (Let members know not to add that person again; If they will join themselves remove their Discord for 4 hours instead).
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 4 days.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 14 days + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+) + a logged warning.
Category B: Keep arguing after was told to stop multiple times by multiple people, doing that in a rude way, not willing to listen to others, calling others out in public
1st time: Up to 3 warnings - If they don’t stop… Discord removal for 7 days.
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 30 days + a logged warning.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 120 days (4 months) + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+)
Category C: Others, any action that can’t be considered into the 2 previous ones will be punished after the following protocol
1st time: Up to 3 warnings - If they don’t stop… Discord removal for 5 days.
2nd time: Up to 3 warnings - If they don’t stop… Discord removal for 15 days.
3rd time: Up to 3 warnings - If they don’t stop… Discord removal for 60 days (2 months) + a logged warning.
4th time: Up to 3 warnings - If they don’t stop… Permanent Discord removal (this can be changed, ONLY with approval from Directorate+) + a logged warning.
If you’re a Discord Admin, note that you MUST log all the removals you’re doing in the Discord Admins channel. Post there the name of the person, reason and evidence. After this, transfer the post to the official logging sheet, made by the Chief of Staff. Log there every removal or it will be considered invalid.

This channel is used by the Discord Admins for posting any kind of announcements that all members of HIA require to know about.
#general
This channel is used by any member of HIA to discuss affairs related to the agency or to Habbo.
#random
This channel is used by any member of HIA to discuss affairs unrelated to the agency or to Habbo. The content provided must be suitable for all ages.
#requests
This channel is used by any member of HIA to request for badges, portal acceptance or any other kind of requests for members of staff.
SU-Channels
These channels are specific for every SU within HIA. One single SU may have more than one channel depending on its necessity. Within these channels members are allowed to discuss all matters related to their respective SU only.
Special Channels
These channels are miscellaneous in nature, having a varied range of topics for discussion. Channels such as finance, student-room & pets-and-animals fall into this category due to their unique information and original content. Such channels must only be used for their respective means of discussion.
All channels within Discord must be used wisely by all of its users, providing a safe platform for members of all ages to safely browse through. Any member found in violation of the rules stated in Segment D.1 shall receive severe consequences, including getting his/her Discord account kicked from HIA Server by a Discord Admin.
Bullying in all of its forms and manifestations is unacceptable. The best way through which bullying can be combated and ultimately eradicated is acceptance. We must learn to accept, respect and live with each other's differences, because that is what ultimately makes HIA and the world in which we live the places where we share and create valuable experiences with each other. Let’s always remember that we all have feelings, sharing the same common desire of living and having a purpose. We all have a meaning and no one has the right to make you feel like you don’t. Let’s fight bullying day by day, every day, not only at HIA but everywhere else.
